Tires are the rubber that grips the ground, wheels (or rims) are what they mount on. Pre-glued wheels come with the tire already mounted and ready to run.

Most performance tires use foam inserts inside to support the tire and set its firmness. The insert affects grip and how the tire holds its shape.

Glue them with a tire glue, or buy pre-glued wheels. A properly glued tire will not come off the rim under hard cornering.
